This is not permitted. Also note that you should not load OS cod files from a BlackBerry Simulator onto a real BlackBerry handheld. The COD files packaged within a BlackBerry handheld software release are tied together, meaning you can't mix COD files from different releases.
You can specify libraries required by your application. If they are not present the application will not install. If installing through Desktop Manager they can be installed along with your application (assuming the user has installed BlackBerry handheld software on their PC that contains the required libraries).
